Many countries' citizens have filed claims against China. I saw this from India today, a complaint to the Human Rights Committee (HRC) of the UN.
The HRC consists of 47 countries - see below. By looking at those countries and the UN report on China's funding (as a % of the member states' GDP), the answer is clear. Only a dozen or 25% of the voting members are not funded by the CCP as of now. This means, the motion to censure China will be defeated by a vote of 75% nays.
Considering the UN itself is a lame duck, I'm confident that it will NOT censure China (aka the CCP) for the accusation against it, if a motion was brought up via the Security Council. In fact, with China being a Permanent member, it's veto power will ensure the motion is not even brought up.
